Chris Schaffer - Emeritus Faculty - Security Executive Council

Chris Schaffer is a senior crisis management and global security professional with 35 years of proven experience in Fortune 500 companies and Federal law enforcement.  Chris served in the Department of Homeland Security, U.S. Coast Guard Reserve, where he retired after 31 years of service at the rank of Captain (0-6).  Chris led a national USCG program, the Maritime Transportation Security Act, by supervising the implementation of over 4000 critical facility assessments and security plans and served as Base Commander during the nation's worst-ever environmental disaster, Deep Water Horizon.

Chris holds a Bachelor of Science in Risk Management from Florida State University, a Master of Corporate Security from the University of Houston and is a graduate of the U.S. Navel War College's Command and Staff program.

Ken Carter - Operations Support Manager - ExxonMobil

Ken Carter has worked with ExxonMobil for 17 years and has served in a number of corporate security roles to include Global Security Advisor, Expat Global Security Advisor in Indonesia, Executive Protection Services Manager, and the Americas Regional Security Manager.  His current role is Operations Support Manager, with responsibilities in Risk Management, TSCM, Workplace Violence, and travel security support.  In the workplace violence prevention area, Ken is responsible for the creation of, and currently chairs, the Workplace Violence Threat Management Team and is a current member of the Association of Threat Assessment Professionals (ATAP). 

 Prior to joining ExxonMobil, Ken proudly served 14 years as a law enforcement professional for both the Midland Police Department, in a patrol and detective capacity, and the Federal Bureau of Investigation (Health Care Fraud, Violent Crimes, and the DEA HIDTA Task Force). 

Robert Browning - Regional Security Manager - Chevron Global Security

He is the Regional Security Manager for the Americas with Chevron Global Security.  Bob joined Chevron in 2012 following a distinguished career in law enforcement.  He retired from the U.S. Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) after 25 years of service as the Special Agent in Charge of the Columbus, OH office where he managed all regulatory and enforcement personnel in Ohio and Indiana.  

Michelle Draxton  -  Director of Corporate Security – Constellation

Michelle has been with Constellation for over 32 years and a leader within Corporate Security for 20 years. She develops and guides the implementation of a comprehensive strategy for enterprise-wide security programs across the enterprise, with offices/operations locations throughout the U.S., Canada, in addition to an international office in the United Kingdom.

Michelle is accountable for several distinct, but interdependent, Practice Areas:  Investigation & Security Services; Backgrounds; Intelligence; Executive Protective Services; Infrastructure/Security System Protection; Access Management, Centralized Security Operations Center; Regulatory Compliance; and Business Continuity Planning/Crisis Management. Together, the leads of these functions implement the strategies for so-called ‘traditional’ security, as well as new security initiatives that are aimed at securing the Company’s critical infrastructure.

In addition, Michelle is a member of the DHS Dam Sector Coordinating Council that serves as the private sector’s interface with the federal government on issues related to the security of the dams.

Rick Williams  -  Chief Security Officer- Chevron Phillips Chemical Company

Rick Williams joined Chevron Phillips Chemical Company in January 2009, as the Global Security Manager. He is responsible for developing and implementing corporate security programs to protect company personnel, assets, operations, information and reputation globally. Prior to joining Chevron Phillips Chemical Company, Rick worked for the ExxonMobil Global Security Department for nine years. While at ExxonMobil, he progressed through a number of assignments to include the Global Security Department, Global Operations Manager. Prior to joining ExxonMobil, Rick enjoyed a career in the US Secret Service for over 23 1/2 years until his retirement as Special Agent in Charge of Investigative Support Division, in January 2000. Rick currently serves on the Department of Security Studies Advisory Board, Sam Houston State University, his alma mater.  Rick is also a former Chairman of the Board at ESC.

Jason Taylor  -  Regional Director Texas Department of Public Safety – Southeast Texas Region

Regional Director Taylor has 21 years of law enforcement experience and currently oversees Texas DPS operations in 35 southeast Texas counties which includes the Houston metropolitan area, Galveston, Beaumont, Lufkin, Bryan-College Station, and west to Columbus.  DPS operations in the Region include the Texas Highway Patrol, Criminal Investigations Division, Texas Rangers, Aviation Operations, Crime Laboratory, Driver License, Communications, and Intelligence and Counterterrorism. 

Prior to his current appointment, Regional Director Taylor served as a Major in the Texas Rangers and was previously assigned to the Criminal Investigations Division, and Texas Highway Patrol.  

Darin R. Dillon, CPP - LenelS2 – Sr. Director Energy

Darin is a business leader with 35+ years of broad experience working in the electronic security and integrated systems industry. He consults with C-suite leadership on issues concerning risks, regulations/policy and returns on investments via improved process, automation, workflow, etc. He holds a Masters in Security Management, teaches on Enterprise Security Solutions to graduate students plus routinely speaks at conferences on regulatory matters, security trends plus anti-terrorism. 

David T. Rainwater - Murphy Exploration and Production Company – Manager, Global Security and Emergency Response 

Mr. Rainwater provides direct and supervisory oversight to all physical security operations, investigations, crisis management, travel safety/security and emergency response throughout all operating areas of the company. 

Prior to joining Murphy, he spent a career with the Texas Department of Public Safety, serving in the Texas Highway Patrol and Texas Rangers. Prior to that, Mr. Rainwater served in the United States Marine Corps. 

Tim Foley - Summit Off Duty Services – Director of Security Risk Management 

Tim Foley joined Athos Group after a successful career as an attorney, Special Agent and Senior Executive with the United States Secret Service and Director of Security for Spectra Energy, a Fortune 500 energy company. He serves as Athos’ Director of Risk Management Services, assisting corporate clients in major construction project security management, security of physical assets, protection of key personnel and company brand, and special events and major venue security. His extensive experience in protest management and oil and gas pipeline projects has made him a subject-matter expert for companies facing security and community relations challenges in their multi-billion-dollar projects.

Robert F. Ream III - Director Global Security  - Helmerich and Payne Inc.

Robert Ream is Helmerich and Payne Inc.'s Director of Global Security based in Tulsa, Oklahoma.

From 2018-2019 Robert was Anadarko Petroleum Company's Director of International Security. Robert held this role as part of the Houston based Corporate Security Department, but spent extensive amounts of time in North and East Africa.  Prior to joining Anadarko, Robert was BHP Billiton Petroleum's Senior Manager for Global Security, Crisis and Emergency Management.  Robert held this role from April of 2013 through the end of 2017.  From 2002-2013, Robert was Shell Oil Company's Regional Security Manager for the Americas Region.  Prior to joining Shell Oil Company, Robert served as a Commissioned Officer in the United Stated Coast Guard where he served 20+ years in both the Active and Reserve components.

Rob is also the former Chairman of the Board of ESC.

Larry Satterwhite - Houston Police Department – Executive Assistant Chief

Larry J Satterwhite is a community-oriented law enforcement executive with the Houston Police Department (HPD) with nearly 30 years in law enforcement in the fourth largest city in the United States and the most diverse urban city in the world.  He is the Assistant Chief over the Homeland Security Command and is responsible for protecting Houston and the surrounding region.  Chief Satterwhite is a lead-from-the-front problem solver focused on building trust with the public and the men and women within the organization.

Recent accomplishments are overseeing the safety and management of Super Bowl 51 and the World Series in both 2017 and 2019, successfully managing the myriad protests throughout the city over the past five years, and serving as the incident commander in response to one of the worst natural disasters to ever strike the United States in Hurricane Harvey.  

Mark Dawson - Special Agent in Charge - Homeland Security Investigations

Mr. Dawson has direct oversight of investigations, enforcement initiative and operations targeting transnational criminal organizations that exploit America's travel, trade and financial systems for illicit purposed within the area of responsibility of the HSI Houston office.  Prior to this assignment, Mr. Dawson was the Deputy Special Agent in Charge HSI Laredo, Texas, with direct oversight of the HSI Laredo, HSI Brownsville, HSI Harlingen, HSI McAllen and HSI Falcon Dam offices. This area of responsibility includes over 300 miles of international border, 22 ports of entry, 7 U.S. Border Patrol checkpoints and over 325 law enforcement officers and support personal.

Mr. Dawson has served in several roles at HSI headquarters including his role as Operations Chief in Domestic Operations.  Mr. Dawson began his law enforcement career in 1997 as a U.S. Border Patrol agent in Laredo, Texas.

Mike Peters - Lewis Energy Group - Global Security Manager

Mike Peters joined the Lewis Energy Group in 2011 and is currently the Global Security Manager.  Mike manages the physical security operations, investigations and Emergency Operation centers in South Texas, Mexico and Columbia.

Prior to joining the Lewis Energy Group, Mike served with the San Antonio Police Department for 33 years working in Patrol, Investigations, Planning and Narcotics.  In 1994 Mike founded and was made commander of the Technical Operations Unit.  In 2008 Mike retired from the police department, took a weekend off and went back to work for the department as the technology manager for SAPD and the security manager for the City of San Antonio.

Mike is currently the Vice-Chair of the board of Directors of ESC.
